Understanding psychiatry

The mental health disciplines have numerous special features, including issues such as compulsory care, PEPP, PPP guidelines, PIAs and the prison system. Even if the mental health disciplines are not acutely affected by the current political reform efforts, tightening structural requirements, increasing care needs and (personnel) resource shortages are leading to strong pressure for change in the relevant facilities. In addition, standard care tends to be characterized by rigid structures – with a simultaneous high demand for more flexible care services. This tight corset needs to be extended as far as possible, e.g. by establishing suitable care structures in the day clinic and outpatient areas or by implementing pilot projects.

Shaping supply

Psychiatric, psychosomatic and psychotherapeutic care in its current structure will no longer exist in 10 years’ time. The skilled workers required for this will de facto not be available on the market. This requires care structures that can provide reliable and high-quality patient care despite increasing demand. Although cross-sectoral and networked structures have been established in mental health care in comparison to the somatic disciplines, there is still a need for action and further development.

In standard care, clinics are subject to a tight regulatory remuneration corset that makes it difficult to expand cross-setting and flexible service offerings. We support psychiatric facilities in identifying and fully exploiting their potential for further development under the given framework conditions. Whether in the standard system or in the establishment of innovative care concepts, e.g. in accordance with §64b SGB V, our aim is to work together with the relevant stakeholders to develop feasible solution strategies from both a care and an economic perspective. In our consulting projects, we support our clients, for example, in the development of care concepts, as a sparring partner in negotiations or in the implementation of project and organizational development structures.

Focus on personnel

The further development of care structures often depends on the necessary personnel resources, which must be consistently taken into account when designing strategy and care concepts. Increasing care requirements coupled with a shortage of specialists make the efficient deployment of staff an absolute prerequisite. The introduction of the guideline on staffing in psychiatry and psychosomatics (PPP-RL) and the threat of sanction payments have made the establishment of proactive staff management for psychiatric facilities essential.

Together, we find solutions to improve the efficient use of scarce human resources. To do this, we not only look at inpatient capacities, but also at outpatient structures such as PIAs. Our established instruments range from standardized personnel analyses and the needs-based definition of clinic-related personnel budgets to individual consulting with regard to the implementation of specific personnel management measures. This includes, for example, support in the development of efficient management structures for PPP-RL controlling or the optimization of personnel deployment in the PIA.

The economic situation of psychiatric facilities has deteriorated in recent years due to inflation, the energy crisis and structural requirements, among other things. The consistent further development of cross-setting care structures and the optimization of staff deployment can make an important contribution to the economic efficiency of psychiatric facilities. At the same time, growing demands are being placed on the commercial administration departments, which are responsible for economic management. For example, we support our clients in setting up or further developing a meaningful and sustainable reporting system for inpatient or outpatient business models. With the expertise from our various fields of competence, we can offer a broad external perspective on the topics of performance, personnel and finance.
